XTS5000 = How to know if it got killed????

Working with some firends of mine who are with a utility agency that is running digital.
They bought some XTS5000 to try out and I had the chance to take a look at one of these "bad boys" from what I was told. (I was so so impressed but I am not fully on the digital abnd wagon yet.)
Now this company (they do not want me to use there name due to the following reason) some how crashed the system and lost all ID's in the mainframe for radios that were ID in the system.
Now of course some went missing in the few days of what do we do state and they decided to use the kill feature on the radios that went bye bye.
Now some of the radios did not really go missing, they were confused by ID's as they had 5 different people ID tracking.
Now there is one radio that when you turn it on it flashes "SELF TEST" on the screen, the screen lights up, and then the radio appears to power down. They tried swapping batteries thinking it was a dead battery or whatever but that did not seem to work.
Is it me or does it sound like this radio got caught in the cross winds and got killed over the air, and if it did how do they re-enable it????
The sad part of this whole thing is that they really do not need digital but some big shot in the util company land had a big dinner and god knows what else bought for him and was told this is what you need every one else is doing it.
Thoughts comments???? I think there screwed.
