I think its OTACS and OTACR which are proprietary to LAPD

oh and the infamous MODAT if its an 800 radio. software encryption doesn't work on an IMBE radio, I think.,

So what agencies do we know of that uses OTAR or OTACS? I have a factory flashed radio with OTACS or OTAR (not both).

Don't forget, OTAR != OTACR. OTAR (over-the-air rekeying) is used by several federal agencies. OTACR (over-the-air channel reassignment), is, I believe, only used by LAPD.

yes that's what I meant OTACS is the LAPD proprietary function, not OTAR
