W7 control head won't power down

Hello, I have a W7 control head that has a non-functioning power button. Applying 12v to either the orange or green wires individually (it's used on a T04KLH radio) will power the radio, and the power button won't turn it off. I swapped with another Astro head and it functioned normally. Is this caused by a jumper on the control head, and if so, where is it? I can't find any setting in the RSS that would cause this, and the fact that it worked fine after swapping heads strongly suggests a hardware issue.
