I am curious what the cheapest and most effective way to send voice paging out on a VHF repeater? Any old technologies out there to allow something like this cheaply?

Many full-featured Radius mobiles, Maxtracs, GM300 and newer radios can be programmed to do Two-Tone paging either on simplex or through a repeater. If you have one of these models, then that would be the cheapest way to go short of whistleling the tones yourself.
