Well, it sorta worked. I was able to ge the radio to goto 476.000, withou the fail 001. The fail 001 I'm assuming is the VCO lock. Is there a way to retune it?

FAIL 001 seems to be the across the border VCO out of Lock code for motorola gear... It won't go any further, I don't think without resodering the VCO, and doing some other stuff to your portable that would cost you more if a problem arose to fix than to get a portable with the right coverage.

Is the list that rOf kindly posted from the service manaul with the error codes that you can come across on the astro saber.
