Astro Saber UHF low power output

I have an Astro Saber SDH radio and I measured the power output with a service monitor as 3.75 Watts. Does this sound correct? Why would it be so low? Thank you.

What frequency band is the unit? If it's 800MHz, then you're actually putting out .75 watts higher than you should. If it's UHF, then that's slightly under the rated 4 watts, but that could easily be attributed to cable & connector loss in your set-up. If VHF, then you're definitely a little underpowered compared to the rated 5 watts. Do other radios usually measure their rated power with your set-up? I'm assuming they must if you're questioning this particular result. If so, it likely just needs a simple alignment with the RSS.

Last I checked, an SDH radio was 450-520MHz UHF.
