Federal Signal 650 Jumper switches

On the Federal Signal 650, there are 3 spots where jumpers can be arranged, my question is what does switching the jumper switches do. I played around with them myself, but I was unable to figure out what each configuration did.

Also I have the Federal Signal 650 Mod. 650001 which is the mod. that if the siren is on, and if you push the tone button is pushed, the siren switches from wail to priority, but on my unit it doesnt it just turns the siren off. What do I have to do to get it to the original configuration, which out using the horn ring switch.
