where would the best place in the us or on the net to get these componets? and is that the proper discripions for them

The optoisolator is a Fairchild 4N25. The rest of the stuff you could find just about anywhere. Google "4N25" to find a vendor that fits you needs.

"strip board" translates to perf board, or perfererated board, available at most Radio Shacks. AKA "breadboard".

Mouser and others do carry the perf board but in BIG pieces....
