Failsoft by Personality or Talk-Group

Like a lot of other folks that have 800 Systems we are making our plans to move in the spectrum.
As one of the tasks we need to touch all of our codeplugs and I have been tossing around the idea of strapping the personalities to a failsoft frequency instead of the way we do it now which is by individual talk-group. I'm envisioning
a scenario like this....
Create 28 personalities, one for each if the frequencies of the system.
Put all of the talk-groups assigned to that frequency in the personality, in my case it would be a majority of local gov't tg's.
At the same time create an excel spreadsheet that cross references the hex id's with the assigned tg and location in the specific personality.
I'm thinking that the personalites in all of the radios to be identical with the only difference from dept. to dept. would be the channel assignments. My logic is that any future changes that would need to be made in the future would require a new channel assignment and the personality should really never be touched.
