what does ILGL KEY display on astro spectra mean?

what does "ILGL KEY" display on astro spectra mean?
the unit has a NTN1562A module installed. its loaded from a DX for DES, it tx's p25 secure without the ilgl key comment, but when it is set to an analog freq with secure enabled and selected, it wont TX and says ilgl key while ptt is pressed. any ideas? the shop has spent quite a bit of time looking at all the different secure options both in the secure menu and in the mode options, I've even made suggestions to them based on my thoughts but nothing seems to affect it.
we thought that maybe it was loaded with key when there was only p25 channels selected for secure, so it was re keyed after analog channels were set up but made no difference.
any ideas?

Not to sure about this but can you try selecting XL Transmit on the conventional personality under the Secure tab

that was tried, didnt change. there was xl option in radio wide and in per channel, both were enabled at one point.

How was the key loaded into the unit ? PID / CKR probably wouldnt matter either way just curious

nothing fancy, key was loaded using an old DX loader with DES and it was loaded thru the only way i know how, the mic connector on the radio itself. the mic connector on the control head doesnt work for loading keys.
the key is stored in position 0 in the loader, the only key in the unit.

in secure configuration general....sec hardware equip checked
in advanced... inf key retention and proper code enhancer checked
in analog personality
rx signal type non astro
unmute type unmute/or mute
in secure tab
secure type - securenet
secure clear strapping - select
scan holdoff strapping - clear only
secure II tab, all is grey'd out
in TX tab
tx voice/signal type - non astro
tx deviation - 5khz
tx emphesis and reverse burst (for dpl) checked
tx hi pwr
theres no options for multikey
XL has been checked and un checked with no difference.
this is such a rare issue, theres nothing on batlabs or the board on it, and google just shows several xts2500 owners manuals with "ilgl key" as a comment, but dont go into detail as to why it comes up.

It makes me wonder if its related to the fact you used an older keyloader to put the key in the radio.
When researching what it would take to upgrade our KVL3000 loader, I saw that I'd need to get an Astro Mode (P25) software for this KVL in order to use it on a P25 radio. When you order the KVL3000 plus model, you have to order this
option if you want to use the loader on a P25 mode radio itself. I've never tried to use the old MX style loader (looks like an old MX portable) on P25 radios!
The catalog for a KVL3000 plus shows this:
ASTRO®25 MODE- Optional mode of operation for the KVL 3000 Plus. This mode is required for P25 compliant systems.
The DX loader your using, I assume is one of the older loaders, that didn't know about astro at all. Right?

The answer to this one is simple. DES-OFB only works in P25 mode.
When you try and key up in secure on an analog channel, it gives you that message to say "hey man, that ain't going to work"

To clarify - your module is a DES-OFB only module. If you want to use DES on your analog channels (ie 12k securenet) then you need to get a DES-XL/OFB module. Then XL mode will be available.
OFB = P25 only
XL = P25/Analog mode.
You only have OFB mode in your radio

the shop is FIRED! they should have checked manuals.
i did my own searching on google and i saw posts for paniks listing that model as
"NTN1562A LOC# 47B4A 9 SECURE BOARD DES-OFB/DES-XL 4EA 50.00EA USED. "
so i assumed. and didnt question it.
one of the other astro spectras running VSELP and an NTN1153D will do analog des and OFB digital in vselp
google'ing that model number comes up often with just DES-XL
is there a source for an accurate listing of all compatible secure modules for astro sabers and spectras?
