Hi,
Is it possible for a end user to upgrade the firmware in a IFR 1600 or is that done with eeproms at the factory?

That depends upon the vintage of the unit. Older units used real honest to God UV EPROMs, and you would need to send that one in.

Later units used flash. However, I don't think you are going to be able to get the software images needed to update the unit.

Best option would be to send it in for an update and calibration.
