Can't really answer your question because I'm not familiar with the IFR's capabilities, but why the 2660? The R2600D (without the iDen option and its' additional cost) would be fine for most ham work, or go to the R2670 for digital capabilities and options.

I would go for the 2660, I have a 2660C (also a 3920 at work, so I do like IFR) and it works great for me.

1900, hands down. I had a 2660... it was counterintuitive to operate, and the in-built 5MHz sawtooth pattern in the tracking generator completely sucks (and is supposedly a design "feature" as a marker).
I don't really like the 1600/1900 UI, either. My personal favorite in the current "cheap" service monitor realm is the HP 8920/8921.
