Sounds like the codeplug is set for a different split than the hardware is for.
Have you checked the modules to see which UHF split the radio hardware is for?

I have several of these units and have interfaced them with sabers. They are typically internally marked for the specific radio they are intended for and have VERY different internal circuit boards for different radios. So hopefully you can get your unit to work. the pinout I have is

That model radio is typically part of a dual radio HHCH configuration. The SIU box translates the Sys9000 interface to the HHCH.
