I have a HLN1319A speaker base with a tail hanging out of it for
a spectra. It has board full of electronics in it that obviously
is for hooking remote stuff up to the spectra, such as headsets
or remote operating positions etc. I would like to know what the pinout of the 15 pin on the tail is or a schematic or whatever. Was thinking about
using it with my 6 meter (loband) maxtrac and would obviously
have to change the db15 out for a 16 pin for the maxtrac as needed.

Haven't seen one like that, either. But I wonder if it is truly a Spectra base/speaker set up, it would be the DB15 that plugs into the back of the dash-mount unit.
If so (and I'm really guessing on this one), it would follow that it would be the pin-out of the dash-mount DB15. Power, speaker, emergency, etc.
Sorry I couldn't be of more help. I only have a couple of the speaker-only bases for the dash-mount Spectra.
Maybe someone could look up that part number and see what it says?

Yeah, it's for a spectra alright. I took the spectra off of it. I guess it pulls power and whatever it needs from the spectra. I will look at the spectra pinout in my service manuals and may be able to figure out

You may have to run power into the base, and pull both main and ignition power from it to the Spectra. Was there another power cable along with the DB15? The Spectra dash-mount unit gets ignition power TO the radio thru the DB15, so the base can't be pulling power from the Spectra thru that - I don't think.
