First Responder In Ontario Canada
I am becoming a First Responder in Toronto, and was wondering what would be recomended, or legal what is legal lighting wise.

Here's what's legal.
First, go join the department, and get your first responder training. Have that certificate in your hand.
Next, look around at the other cars in the parking lot and see what they have. If no one else has lights, you probably don't need, or shouldn't have them. Even if you can, and no one else does, you'll more then likely be made fun of.
Then decide weither you want the liability of having lights on your vehicle. If you run into someone, even if it's not your fault, are you prepared to accept the consquences? Will your insurance cover your vehicle? Better call them and ask.
Next, ask your Chief after you get off probation. Running out, and getting lights before you have your certification or off probation is the quickest way of going from official, to loser.

Just a note, what ESDA20 said is alwell and good, but there is one problem. He say "Here's what's legal" and tells you to look at other cars in the parking lot. What I would do is look at the LAW as it is written. I've seen many cases were departmants will use colors that they legaly can't use and nothing happens to them. That's fine, but if I were you I would look up the law mayself, as it will be you that gets in troble, not the other cars in the parking lot.
You never know, the "but everone else has it" may not work. Cover your own ass.

The most important law is your chief's. 
But yes, you're right, whateveryone has is not always correct. But I garuntee if no one else on the department has lights, and you suddenly roll in with your blinking green light, everyone will start laughing.
Again, I think the most important (besides the whole law thing and not getting arrested for illegal lights) is your insurance.
Canada uses green lights in some places for fire/ems. I don't have a clue what the rules are for permits/permission.
