mtr2000 an repeater design information

Hi everyone Just look for some information.
Im researching a repeater system for either just a 4 village system or upto a 20 village system. Right now our mabas divison or fire district freq. has 20 departments running on simplex operation. Now If we wanted to go to a district wide repeater system what would this intail. I know that a centralized transmitter would be the must. Them I would assume recieve sites with in each of the villages at their highest point to recieve portables. an voter system to pick up the stronger signal. Now What kind of equipment would this intail besides antennas an hardline an a reciever in each town. As far as the mtr2000 as the main transmitter. what type of voting system or control will this need or is this builtin. Now is landline the best way to go for the voting system or a other crossband repeaters. Thanks an information is appreciated.
