I have a 2 strobe mini lightbar, with inclosed power supply. I want to add a forward facing stobe light to it, but it ony has 2 outlets on the power supply.
Can I wire the 2 omni-directional strobes in paralell off 1 side of the power supply and the directions strobe off the other side of the power supply? I realise that this would cut the light output of the 2 omni-directional strobes, and that would be fine, but I'm not sure if the tubes or power supply can handle it.

I suppose you could, but light output will dimishish quite a bit, and you will shorten the life of the power supply. Depending on the wiring used internal to the bar, running too much current could cause a problem.
