GP68 on repeater system?

i was looking at the manual for this radio here, but can't tell if this will work on a +5K repeater system... anyone? I'm no radio xpert :)

GP68's can NOT be used to TX on anything other than ham freq's in the US.

Most GP68's do not have the FCC Type Acceptance number.

They will do the 5 mHz split for ham repeaters in UHF. They are not constrained on the split or offset like most ham radios. You put in the
accual frequencies, not an offset, so it will work. One problem with the GP68's that lead to the removal from the FCC Type Acceptance is the fact that you are not able to put in a receive only mode. The radio will not accept a blank TX frequency.

So when trying to program the radio with commercial freqs you are unable to do so? I thought these were field programmable from the keypad. Is it not possible to enter a commercial freq?
