We are going to apply for an interop communications grant.
State will give use money to buy narrow band mobiles and portable on a 1 for 1 trade out we have 1 wideband, they fund 1 narrow and get the old one.
these are the new radio min requirments:
48 Channel capacity or more (96 recommended)
Narrowband capable (the ability to locate 7.5 KHz centers)
8 character alphanumeric display
136/148-174 MHz frequency range
FCC type accepted
Project 25 (CAI) Common Air Interface (conventional mode)
What would you buy?

- What radios do you own?: XTS2500, XTS5000, and MTS2000
XTS5000 or Kenwood TK-5410 fit the bill for your portable. You'll have to go with a model III to get the display you want (no display on model I).
XTL5000 for mobile. (your choice of control head)
XTL5000 for mobile. (your choice of control head)

IMO based on testing and acutally using the radios:
For portables, the Motorola XTS2500 would do excellent if you don't need encryption or extra ruggedness, otherwise an XTS5000R is the way to go. TONS of options and accessories, and IMPRES 'smart' batteries will be coming out soon for the XTS2500. For mobiles an XTL5000 variant with an O5 control head is probably the best you can get with the most flexible installation options. In remote fixed locations (such as a law enforcement detachment office) a XTL consolette with MC3000 desksets would be your best bet as well.
Among all of the makes/models of subscriber units on/around my bench, without a doubt I have had the least amount of issues with XTL/XTS radios - the EF Johnson 5300 mobile being the worst...

I just mentioned these in another thread but I have a Datron Guardian portable on loan for testing.
It meets all those specs and is FACE PROGRAMMABLE!!!!
No cowthief needed either.
It even uses XTS batteries. I'm sitting here listening to it now and have been using it since Tuesday. It's a solid performer from what I can see.
I was told prices hover around $1700
