i know i know not the best choice.

But it is for the Chief of Emergency management POV and he does not want a Hole in the Roof, Out VHF rpt work great and he would like it on the Fender has any one done a fender mounted on this Vehicle (seeing how it has a new crazzy hood) or any other ideas for a mount with no hole in the roof

Dont forget an antenna mount back on the spare tire area.

I used a trunk lip mount on the hood for a scanner antenna. Its been on there for almost a year with no complaints. Just a suggestion.

i suggested the trunk lip but he did not like that idea too much

also i was thinking of gettin a the Am/fm antenna from jeep and cutting it down to VHF and doing a side hoel to mach the the other antenna

To mount it on the spare you need to undo it every time you open the rear window...bad choice

Roof Rack Mount

I used to have an 02 Jeep Liberty, and I used a short VHF antenna (it was 12 or 18") and used an "L" bracket to mount to roof rack. If you don't want a drill/permenant mount i also used zipties to attach bracked to the roof rack - just make sure they're UV resistant (usually black ones). I know this seems like a poor way to mount the antenna, but it worked perfectly for me!

Zip ties? Just how is that supposed to provide a proper ground for the antenna?
