- What radios do you own?: HT1550's, X9000's, CDM1550's
if it's going to be used on a trunking system and need a key have the system administrator program it or it'll never work right.

Reprogramming will be easy, and better if you have the system key, as you state you have.
I can do the work for you, but I would need a letterhead from your department stating you are authorized for access on that system.

If all is legit, the radio gets programmed.

The end answer is always the same (and the best): Unless you want to risk trouble with local law enforcement, your best bet is to simply invest in a trunking-capable scanner.
Programming any Motorola trunked radio for any given compatible system requires a system key. These keys are under tight control of the system owner(s). If you really want to use that radio, even as a receive-only jig, you'll need the blessing of the system owner to do it. Period.
Attempting to do otherwise, in these ultra-paranoid days of post-9/11, especially in Los Angeles, is like painting a big target on your back that says I'M MONITORING YOUR FREQUENCIES WITH A HACKED RADIO -- PLEASE HARASS ME, and parading back and forth with it in front of the nearest cop-shop.
Save yourself the pain. Go grab a Bearcat or similar scanner. I've been led to believe that the BC-796D is pretty impressive.
