Who makes a new radio for 800 mHz conventional? Does not need to be Motorola.

We use Kenwood TK-480's at work...They are 800mhz LTR, but will support talk-around and conventional as well. The TK-980 is a good choice if you need a mobile/base.

Can the Kenwoods be programmed for 821 to 824 mHz ?

821-824 will cease to be Part 90 LMR frequencies when rebanding is completed.
