Which software do I need to program a PR400?

I am thinking about getting a PR400. I don't have software or cable to program, and I don't kow if anyone on here is capable of programming for me.

If I can't find anyone, which software do I need to apply to Motorola for? As I can forsee myself keeping this radio for a long time, I would like to at least apply for the software.

The CPS is RVN4191E or possibly a later version. Haven't checked lately.

The last revision is RVN4191H, and it requires the same license as the HT750/1250/1550/CDM750/1250/1550 CPS.

CPS is only $199 now? Did they recently drop the price? Thought it was like ~$269 a month or two ago.
