CDM 1250 QCII

Anyone know how to set a CDM 1250 for QCII with a pl , but the pl alone will not change the state of the COR pin #8 ?

I have it set so it will open up on QCII tones with a PL tone. However, when the radio resets if you transmit with only a PL, the COR line still changes state . COR line is controlling a relay.
