What is Dealine For High Band Narrowbanding?

I remember when it first became official that the FCC was going to require all users to go narrow on high band, they had something published in the federal register that was pretty straightforward about it. Now I heard they pushed it back but may have made some compromises to bring it forward again and I am wondering what specifically are the most current time lines. I am afraid of doing a web search and finding outdated information. Specifically I want to inform my local public safety of the time line so that they can budget to replace their remaining ancient repeaters, radios, etc.

The latest deadline for conversion of existing systems is 1/1/2013 and cutoff date for new wideband applications is 1/1/2011.
