What is the best model to program?

And what kind of pager? Alphanumeric? Minitor?
Analog already is interoperable.

I would suggest, as a generic characteristic, you look for a synthesized pager. This way you can have it work on just about any frequency in it's band without having to worry about crystals or tuning.
