CDM Programming problem

We have 20 CDM1550LS+ VHF. 2 have been in service since Dec 05. Programmed the 2 w/CPS version 6.5.0. Radios worked fine (radios are in conventional mode).

Pulled another out of the box 2 weeks ago and programmed with the same codeplug as the others. Radio went to TX mode. Tried another radio with same result. Pulled another radio and copied the factory default codeplug and got the radios out of TX mode. Rewrote our codeplug from the good default codeplug. Programmed the radio up just fine. Found a mis-entered frequency and had to update. When I re-programmed the radio it went back to the TX mode.

I have tried everything I can think of (rewrote a clean code plug 3 times) with no resolve. Any suggestions. The radios are version 6.5.15. Do I need another verion of CPS?

I need to get these installed in our fire trucks.
