Can I use a Minitor (any model) to receive a standard vocal frequency or the pager needs to hear a 2 tone to receive the audio?

Yes, any Minitor model has a carrier squelch mode so you can listen to voice traffic on the channel. That is the main advantage of a minitor over most regular pagers.

Any model except the old, original Minitor brick. My father had one that he special-ordered to be CSQ/no two-tone.

The original HO*EAB series Minitors were all CSQ capable but the options available were:

CSQ only (EAB1112)
CSQ/QC alert (1212)
CSQ/PL (3112)

There was also a "Dual Call" (1712) version that had a three-tone decoder board. It would support 2 QC codes as long as there was one common tone.
