Can someone tell me if this model number is a regular type II radio,its a Spectra,but i'm a little cinfused on the model number.

30w, 800 MHz. The E7 near the end tells me it's a Spectra II and is SmartZone-capable, using the E-series command board. It can do trunking as well as conventional.

Can anyone tell me what the difference is in a E-series command board for a Spectra.

No separate MLM; flash memory, fewer parts, probably newer design. The ones I've seen on 900 MHz radios have Hear-Clear components built-in.
It fits into the same radios as a regular command board, has the same functionality, and uses the same software to program it, if that software supports the E-series models.
There's an E-series addendum to the detailed service manual that covers the theory of operation, schematic, parts, etc.
From a user's standpoint, there should be no difference.
