Ok, this little ditty is the handiest thing I've ever had in a toy and I've got a few questions.
Info first, then the whine.
It's basically a 16" long, 6" high box housing an auto-sensing, auto-tuning audio scanner from double-digits to 999MHz and possibly beyond.
It also has a handy-dandy dev meter on the front, hence the name.
Operation is straightforward. Just set the volume control, press the dev meter range button desired, flip it on, and key something up. Within 4 seconds it will nail the freq, open the squelch and the dev meter jumps to life. Best quick-check for handheld TX testing there is.
It looks 80's vintage.

So, questions are:
What's the band spread on this thing?
Will it do other modes? AM? WFM?
Is there a manual out there?
and finally... there is a scope output on the back. Is this for an o'scope mod wave, or is there a way to add a frequency display to it?
With a freq display, it would be quite the handy item.
Ideas on modding for a freq display? Where to tap??

My two bits worth:
I used to repair these.
The VCO sweeps, if a signal of sufficent strength should enter the IF the sweep halts.
Be care full! On occasion it can lock on a harmonic, the deviation reading would be in great error.
It was made by the now extinct Systron-Donner Co.
For a frequency display, you could monitor the receiver injection, subtract the IF freq.
The rear panel jack is recovered audio from the discriminator.
I no longer have a manual.
