if you mean making a model 1 or 2 into a 3, or a 1 into a 2. you would probably need the appropriate model(II or III) controller board, along with the new front with electronics.
I have asked about this elsewhere about my MTS2000, and I was told I would need the new control board. But im pretty sure it can be done, if you want to spend the money.
Hope this helps.

In order to convert an A4 (top display) to an A7 (front display, full keypad), you're going to need the following:
1) A7 housing with electronics and keypad
2) MT2000 front display controller board
3.1) A7 codeplug
or
3.2) The ability to change your codeplug to an A7
Once you do the physical modification of putting on the front display/keypad, you need to replace your existing top display controller with a front display controller. Once you've done that, you need to put in an A7 codeplug into the controller. And of course, tune the radio (or, use the values from your radio that you hopefully wrote down already!).
And that's it.

if your VHF was originally an A4, the controller lacks the chip needed to drive the full keypad/display, hence why your A7 display and keypad don't work. you'll have to find a controller that supports the full keypad and display board. cheapest way is to find an old MTX8000 B5 or B7 and scrounge the controller from that, dump codeplug/s-rec, retune/align.
