scan two mdc groups help

Hi i’m working with a ex600-xls in conventional mode, that use’s mdc1200 groups, it need the group“AND” pl to un-mute the radio, the school has 12 mdc groups, now the floor supervisor wants to scan two groups the floor group and the supervisor group, (the mdc fleets are not the same) Simple scan don’t always un-mute the radio, any idea how to make it work?
