What is a Maxtrac VR100 Voice Reporter H1138B ?
I have one and it appears to just be a 2ch D34 UHF mobile.

Some form of alarm system? One of the PD's around here has a system that they sometimes plant at a hotspot, that announces the alarm status on their dispatch channel.

Around here, those are called VARDAs. From what I understand, it means Voice Activated Radio Dispatched Alarm but, I could be wrong.
In God we trust. Everyone else, we run through NCIC, Thinkstream, and III.
