Factory RIB Does Not Write - Only Reads (sometimes)

Powers on and usually does okay when reading radios, but fails about halfway through writes. I have to dig out my known good aftermarket RIB and "retry". I haven't lost a radio yet, but I'd like to get this thing going.

Does anyone have a service manual or schematic for this thing?

Obvious question time - have you changed the battery, tried it off the AC adapter, confirmed the AC adapter is putting out appropriate levels of juice?

Yep. It has never worked. I bought a new Motorola wall wart for it and it's putting out 14 volts into the RIB. Brand new 9 volt as well.
