What does jumper J-6 control on the R.I.C.K interface board?

I believe that J-6 is actually a 3-pin jack, into which a 2-pin jumper may be inserted, as follows:
"The power-up state of the repeater upon the initial application of supply voltage is determined by jumper JU1 on J6 of the R*I*C*K.
"Place the 2-pin push-on jumper, JU1, on pins 1 and 2 of J6 if the repeater is to be initialized in the setup (on) state. The local and remote control will then toggle the repeater between the "setup" and "knockdown" (off) states.
"Place the 2-pin push-on jumper, JU1, on pins 2 and 3 of J6 if the repeater is to initialize in the "knockdown" (off) state. The local and remote control will then toggle the repeater bewteen the "knockdown" and "setup" (on) states."
