I received an HT750 UHF 4ch along with a charger, model# HTN9000B. After plugging the unit in, it blinks red with nothing in the charger. I metered the adapter, model# 481810003NT, which says "Output: 18VDC 1000mA" -- Well, my meter said it was about 16VDC.
Does this sound like a dead adapter, or is the voltage OK and the charging unit shot?

that shouldn't make the charger blink like that, i've used the ht1000 wall warts on them before and they work fine and they are 13.8v and 1.5amp so i'd say it's a problem with the charger itself.
