Is it easier to get a license to use freq's in the 160's or 170's for use with vehicle repeaters?

I'm considering a plan to install VRS units or Pyramid's in some apparatus.

depends on where you live, how many frequencies have been coordinated, etc

Getting a MO3 or mobile repeater frequency should be pretty easy as these frequencies are usually less than 5 watts ERP most time 2.5 Watts which is more than enough for their application.
