HT1250+LX to 220 Ham Band

The local police force found? a 200 MHz HT1250+LX and after waiting for someone to pick it up, gave it to the local Moto shop. He had no use for it so it's remains found it's way to me.
Other than a broken display and lack of battery, it appears to work: it hears, talks and CPS "likes it". However, CPS won't let me set it outside the 200-216 band limits; up to the 220 ham band.
Question 1: Is there a shop version of CPS or a LAB for that series of radios that would let me change the band limits?
Question 2: Is it necessary or desirable to make it a conventional radio: no trunk capability at all?
Final question: 2.5 kHz deviation is a bit "thin" for 220 ham repeaters. Likewise, the receiver IF is gonna take a pounding from the repeater's 4.5 kHz audio. Suggestions?
I guess these questions also applies to the 200 MHz mobile as well since CPS trats them both the same.
