Keynote--Poor sens

I have a VHF Keynote with poor receive sensitivity. A good Keynote requires 8 microvolts from signal generator to radiation test jig for a good signal. This bad pager needs 52 microvolts to jig for a signal. I have replaced both ceramic filters, crystal filter, and antenna. I have checked alignment. Any ideas?
