I know there are many repeater controllers which can accomplish this, but how about in a bi-directional set-up? If I cross-banded say a VHF & UHF radio, would I be able to turn the repeater on/off from either side? Any controllers out there do this out of the box, or will I have to use my imagination & a bag of diodes, as XMO likes to say?

The KR Nida boxes are capable of being activated or deactivated by OTA DTMF.
If something more more homebrewed, one of the easiest ways to doing this (in my experience) is to use a DTMF decoder board sold by NHRC. See http://www.nhrc.net/nhrc-remote-plus/
Just use one of the relays to control the ignition sense lines of the mobiles.
The only thing to remember is that you have to use an audio transformer to hook this board up to a 600 ohm balanced audio line.

SiteCAST will allow setup and knockdown of conferences on any band - trunked, conventional, digital or analog from the field via DTMF commands. you can setup/knockdown as many cossband conferences as you want. I think you already have a unit, just add as many as there are different banded systems, preset your touchtones per conference, and start encoding touch tones. BTW It also has a built in repeater controller.
