Programming with this type Computer

Can someone tell me if this computer can be used to program the MTX9000 and the MTS 2000?

Vintage 1992 IBM PS1 computer
This is a great computer in perfect working condition. Comes with keyboard, mouse and monitor. Floppy disk drive, DOS commands.

if you have the latest version of the rss and cps then you could get away with pentium 2 or 3. it depends on your software but i use a p2 450 for those radios all day long with no problems.

What operating system would you recommend?
What should I look for in your opinion?

Do a "search" here on this board.
I just ran a search for "RSS + operating system" and got
1,563 hits.

There are two kinds of RSS, one for DOS-only and the other
for GUI (Windows) machines. Most of the earlier radios use
the DOS-only RSS. The DOS-only RSS usually won't run
under the imitation DOS found on Windows machines, so if
you need DOS you need to download DOS 6.22 and then boot
from it.

The old IBM machine you listed is not practical for RSS programming.
It is far too slow. For DOS-only work, find a good 386 or 486
computer; they're plentiful in the used market, and can sometimes
be had for next to nothing.

Tell us more about what you're trying to do and someone can
then give you more specific answers.
