Many of the old DOS RSS programs allow the user to
write a new program from scratch and don't require
that a radio be "read" first as must be done on later
programs. Can you do this with the MT1K RSS?

No, the MT1000 RSS won't allow a codeplug to be written from scratch. The only RSS packages I know of that will let you do this is the Syntor and Saber series, although there may be others.

I don't think I have an MT1000 codeplug on this computer. Give me a day or two (drop me an email to remind me if you haven't heard from me in a few days), and I'll try to send you one. What model # is the radio you are working on?
