self test

i have a moto.mts 2000 when i turn it on it goes through selftest then it turns off, anyone tell me why? can it be fixed? please help

it has been inhibited. contact your system administrastor.
it is probably stolen or lost.

read it and write it again depending on what version it was programmed with
