I was wondering if Motorola ever made 2-way radios
that used the "ACSB" mode on VHF ?

Stanford did some tests with Amplitude Compandored Sideband, but I don't think moto made any? I could be wrong. I know they hacked away at some motorolas to do this. An Amateur Radio BBS would get you more replies. try a search at the QSL.net -- Look for a Jim Eagleson.

Motorola never made ACSB, they were too busy pushing their 800 mhz trunking systems as the cure all for crowded channels. With the trunking systems using a propriatary protocol once into a market they would own it, since no one could build a radio other than Motorola to work on it. ( A footnote on that is in 1981 Motorola tried to force APCO to use their trunking protocol as the nationwide standard (APCO 11 or 12), fortunatly APCO told them to take a hike). In addition their market was mainly public safety, which is very leary of an unproven technology.
