Motorola saber speaker problem

I just recieved a Saber II and got it re programmed. The transmissions come into the radio staticy and the tones from the fire department are cut off most of the time. Does this sound like a speaker problem or an antenna problem. The antenna is bent but does not seem bad enough to cause problems, yet it is a used unit.

sounds like a programming issue. Its more like the frequency is off. Or its a low split someone tried to force a codeplug from a mid or high split and the VFO is out of whack
