Radius M214/216 scan lights

Hello all. On the Radius M214/216 radio...When unit placed into scan mode. the 3 lights on the display...the one on the very bottom is on...By pressing the 'Select" button the bottom and middle light up, press it again and get the top and bottom on. My questions are: 1) how do you get all 3 to be on as I have seen that on other radios of this type before and 2) what is the difference with the top and bottom and middle and bottom and all 3 lit?

You have to set up a priority channel.
