VCO Modulator Function?

Can anyone tell me what the function of the VCO modulator is on a UHF Saber 2. I was having some problems with low transmit audio with my Saber 2 and adjusting the VCO modulator deviation brought the audio up considerably. I just want to know if doing this might cause my radio to transmit off-frequency or have any adverse affects.

I'll give a simplified explaination.. they generally use two types of modulation, VCO and Reference. The voice signal modulates the VCO. The Reference modulation is used for low frequency signals, such as PL and data, they do this because the VCO loop filter won't allow the low frequencies to modulate the VCO very well. So it looks like you adjusted the correct thing.
