I recently inherited a bunch of radio equipment from a friend's estate which included a RIB box, Cables to connect it to the HT1000 and such, but it appears I am missing the DB9 PC -> DB15 RIB cable. Is this cable easy to find, purchase from Motorola (or any other source) or to make?
I did find this http://www.batlabs.com/images/9pinrib.gif but I've never made my own cables before and would like more information (ie is it really that simple) or a source for a factory cable.

The 9 pin to 15 pin RS232 cable is not a very popular of the shelf item. That is an easy cable to build if you have good soldering skills. If you are not used to soldering, then pick up a few extra DB25 connectors, and some extra wire to practice on. When you do make the cable be sure and use shrink tube on all connections. The strain reliefs also need to be tight and in place.

If I want to make one of the cables myself, which off the shelf cable would be the best to use to start with, preferably that would have the correct pinouts - and also, how would I know for sure what color wire corresponds to which pin location?

I would not start with another RS232 cable. It would be best just to build it from scratch. You need a DB-15 F/M, DB-9 F/M, a run of GOOD flexible cable with at least 5 conductors. You will also need the hoods for the DB connectors, and some shrink tube. Follow the diagram on Batlabs to connect the two.
As I said above, make sure your soldering skills are good, if needed practice, practice, and then practice more.
