SPEN/JEMS rebanding

Does anyone have any information as to what NJ plans to do about rebanding in regards to SPEN and JEMS?
I'll see your 4.1 and raise you a 7.13

Rebanding effects 800mhz. SPEN and JEMS are VHF channels.

They will have to be narrowband compliant by January 1, 2013, if using wideband channels, if the FCC does not capitulate to incumbent licensees trying to protect their spectrum from competition. That's also if the freqs are not in the Fed-primary allocation, which are not going to be affected by the narrowbanding order.
