Saber II - What counts as a Unique PL?

In the middle of programming my 8K saber 2, the RSS is telling me that I have 40 Unique PL's, yet no matter how I count them up, I only come up with around 19. Does say 156.7 in 2 different zones count twice?

156.7 in TX is different than 156.7 in RX.
